Krasner's view of sovereignty discussed in LA Times op-ed on myth of a sovereign Iraq

A Los Angeles Times op-ed which asserts that the U.S. is neither willing nor able to fulfill its promise of "full sovereignty" to Iraq, cites CDDRL director Stephen Krasner's view of sovereignty: that the notion of fully independent political authority is "hypocrisy" because nations so often interfere in the internal affairs of other nations. The opinion piece -- which says the Bush administration should "openly acknowledge that sovereignty only exists in varying degrees and that in Iraq it must be granted gradually" -- refers to Krasner's book Sovereignty as "the definitive book on the subject."
