Diamond urges for Iraqi action before pledging more troops

President Bush's "New Way Forward" in Iraq calls for 17,500 more U.S. troops and additional Iraqi troops to quell the insurgency. However, the decision has been under heavy criticism as the Iraqi government has failed to deliver on its additional troops in previous efforts. Larry Diamond argues that substantial action from the Iraqis should have been demanded before such a decision was made. "They've made commitments many times before, and they aren't delivered upon," said Diamond. "The deadlines and goals are constantly slipping - and they're like mush."
