Bush crafts Iraq troop plan despite skeptics

Leaders of the new Democratic-controlled Congress are vowing to fight it. An elite panel on Iraq has shown little enthusiasm for it. And even some military commanders are deeply skeptical about it. Still, President George W. Bush is expected to shrug off those concerns and unveil plans to send more troops to Iraq, setting the stage for the most intense debate on the war since the U.S.-led invasion almost four years ago. "He's still commander-in-chief and he wants to do it his way," said CDDRL Director Michael McFaul. "But it's too little, too late."
